Bellman Value Iteration — recursive structural control (FRONTIERS V.2 · T2). The keystone operator: value-iterates the nonlinear Bellman operator for structural (adjustment-speed) control to its unique fixed point, the optimal value function whose contraction fixed point is the completion of the space. The holding cost is the calibrated stationary activity trace(Sigma_x)(eta); the control adjusts the speed at quadratic cost. Reproduces FRONTIERS V.2 Theorem 2: the operator contracts at modulus equal to the discount factor (the successive differences fall at rate beta = 0.95) and converges in 406 steps to a policy whose rest point (eta = 0.9675) is the turnpike. Bounded (n=26 fixture, sub-second). Gate: the contraction, the value function, and the rest point are STRONG.
